I need a planning consultant

Budget: £250 – £750 GBP

We want to install air conditioning at our 3 storey hair salon in central Manchester UK. We have a quote and specifications from a supplier but our landlord has indicated that we need to get planning permission from Manchester City Council for the installation. We have approached the planning team and they require detailed drawings of the site/spec etc.
Can you help and how much would it cost? I've copied and pasted the detail of the response from the Planning Department below.
Thank you for your below email. If the air-conditioning units are to be mounted externally on the building planning permission would be required.

Please find below a list of all the information that will need to be submitted as part of the application for the air conditioning units:

•     A location plan with the application site edged in red
•     Scaled existing and proposed roof plans. The proposed plans should clearly show the location of the units. The roof plans should also include surrounding street names.
•     Scaled existing and proposed elevations of the building from all 4 directions, with the relevant street names clearly marked.
•     Scaled cross-sections through the condenser units showing their relationship to the roofscape.
•     A technical specification of the units. This should include details such as the appearance, dimensions, materials, colour, noise output etc. of the units.
•     Details regarding the noise output from the units, including the cumulative impact of all the units operating simultaneously, and any acoustic attenuation measures you are proposing to install to limit the breakout of noise from the units. You should also provide details of the ambient noise levels during the daytime, night and weekends and assess how noise from the units will impact on ambient noise levels.
•     Confirmation of when the units will be in operation


You should illuminate your application with a full justification of why the proposed equipment is required. This should include a comprehensive explanation of all the options you have considered in locating the units and a justification as to why each of these options has been discounted, before coming to the conclusion that proposed location is the most appropriate solution.
