I need a floor planer that will help me design my home according to IBC specifications and provide a materials list.

This is a privately owned ranch or Mediterranean style single story home with 3 bedrooms and 2.5 baths. Large master bedroom and bath are a must, as well as a courtyard. It will be built in a country setting on a 25.1 acre lot in Southern Colorado. The water table is very high and typically 2 to 2.5 feet below ground level, therefore a foundation with a 2' footer and 6' stem walls is necessary to create a crawlspace for adjustable floor joists or similar and proper grading to add a sump pump. The roof will also need to be able to withstand snow and wind loads , as well as, 15-20 solar panels.
