3rd floor expansion

Good morning . I have a client located in Mansassas VA and they would like to have a 3rd floor addition to their existing home . the two level home its 760sf each level. there are no existing plans of the home . We would like to know how much it will cost to design a 3rd floor as well as helping with the permit process for execution.
