Willow Project

I have a building zoned for multi-unit housing that has been empty for 10 years. I want to transform it into studio apartments as we have a need for housing for college students. The building is an old Victorian with dimensional 2x4 s made from oak, a very sturdy building. I would like to use ideas from tiny house building to make each unit spectacular. There are ten large rooms and numerous crooks and crannies on two floors. I need specs to get the city development committee on board. Where do I start?
