Urban Permitting and Architecture Drawing job.

I’m based in Everett, WA (98201) and our commercial build has hit a wall with the city as they are attempting to overreach IBC and IEBC 2021. I have the current architectural set and reviewer comments in hand; what I don’t have is a practical, code-compliant redesign that will satisfy the inspector and keep our schedule intact.

I have a indoor dog park permitting project in Everett, Washington (Permit B2503-071) that needs architectural support to move past a city review impasse. My current architect is far too busy and I am also suspect he is missing a few key steps to help limit the city’s overreach. I am going to do a “working interview” .. below will be the brief, Then I will ask for a “battle plan”, “a price”, and then I will pick 3 of the best to go forward to see who can provide the best “solution” to the city prior to doing the drawing (or doing the drawings and the solution)

STEP 1- THE SITUATION
I own an indoor dog recreation facility. The building was originally a climbing gym (1996- 2023) and is now being converted to a dog park with café, dog wash, and kennels. We're currently on the 5th city review round and need to submit a comprehensive response narrative to address the city's building code comments before revised drawings can be approved. Included in the files is what I think is missing but, maybe.. Maybe not .. I need your thoughts on this.

I'd like to hire a freelancer to put together a proposal. Please provide Deliverables & Timeline for EACH PHASE below. I find on these platforms it is best to do a phased hiring process.. I will hire 3 people for phase 1 and 2 for phase 2 and the last person standing will get this and future work.

PHASE 1: Document Review & Analysis (not paid)
Review all uploaded project documents (permit letters, city responses, existing plans, code clarification letter)
Assess the city's 14 outstanding comments

PHASE 2: Develop Response Narrative (PLEASE QUOTE a cost )
Provide your expert opinion on compliance pathways
Draft a comprehensive response letter addressing each city comment
Provide technical justifications using IBC/IEBC code citations
Present clear solutions for contentious issues (occupancy classification, accessory use, egress paths, thermal envelope, accessibility)
Structure narrative to support eventual drawing revisions

PHASE 3: Final Drawings and submitting to the city (PLEASE QUOTE a cost )

This is a solid, legitimate business that's been operating for years with over 150,000 sqft of of commercial real estate and am actively looking for a long-term architectural provider I can trust for future projects. If you do excellent work on this permit narrative, there will be opportunities for ongoing work across my portfolio.
The city is asking reasonable questions—they're just detailed. The project is well-documented. If you can connect the dots between code requirements and our actual scope of work, we get past this review and move forward.
