Residential home designer to assist with making my drawn house plans VA code compliant

My project involves making drawn house plans VA code compliant in a residential home. I am a Class A Virginia contractor attempting to build affordable rental housing. I have an Amish connection that builds really attractive 14x60 "Sheds", which I have drawn into a 3BR 2BA home (see attached). I need assistance with permits and zoning regulations, and spec-ing this drawing out so that I may obtain building permit and build in a manner that is code compliant. My guess is that my main concerns are with insulation, floor joist and foundation requirements. I am looking for an experienced residential home designer to assist me with this project. The person should be familiar with VA codes and laws and have the skills and experience necessary to help me get my project up to code.
