Residential Building Code Review for Permitting

I need some engineering plans reviewed for permitting for a modular ramp in Durham, NC. The ramp is already designed, all the engineering specs are available from the manufacturer (National Ramp), and there is already an existing engineer's review. But, I need one that's signed/stamped in NC more recently than the one that is provided by National. I'm thinking this would be a fairly straightforward project for someone. I'm attaching several documents below to help clarify the project.
