Northern AZ Airbnb retreat

Hello!
We are building an 8 cabin Airbnb off-grid cabin retreat in northern AZ and are needing help getting building approvals. We are starting the project with 2 cabins (a primary dwelling and ADU) on a 10-acre lot and will eventually build the other 6 structures. We would like to build using SIPS panels so knowledge of that build system would be preferable. This project is also off-grid; having a solar background to help us size and design the system would be majorly beneficial as well. We are slightly behind schedule and would like a fast turnaround would be a huge plus. We should have plans by the end of the week and would like to submit for building plans asap.
