Limited Home Remodel - 97027 Oregon

We purchased a 1948 home and are undertaking a complete interior and exterior remodel. We are seeking a structural engineer or architect who is licensed to create building plans in Oregon.
Deconstruction of the interior down to the studs of every wall and ceiling began on 12 Sep. The exterior will include a new roof, siding, and 100% window replacement. At the time of these major renovations we desire to make two changes to the structure of the home which will need plans that meet the requirements of the city of Gladstone, Oregon. We have an experienced contractor who will build according to the plans.
1. The second story stops ~9 feet short of the edge of the first floor on the back of the home. We desire to extend the second story to match the first floor, adding ~130 sqft.
2. Create an open floor plan from the living room / dining room/ kitchen on the main floor.
Evaluate and provide options to modify the main living area to remove a potentially load-bearing walls with zero, one, or two columns.
Because we are stripping the house to the studs we have excellent access for visual evaluation of the structure, either in-person or through photo and video. The attached file includes floorplans and some images before deconstruction.
