Environmental or structural engineer to assess water damage in residential property

I live in Melbourne CBD in a rental apartment which has rising damp and water damage in the ceiling. It leaked all last winter and was not adequately seen to by my landlord. As I have allergies to various moulds and have struggled to work at home I want to know whether my situation could be remedied or whether I should move out for the sake of filing a tenancy dispute.
