Engineer to develop a basic Stormwater Mgmt Plan

My name is Paul Jarvis and my wife and I both took over an RV Park located just south of Pigeon Lake last summer. We are developing a plan for a small expansion to the park - basically adding an additional 39 lots to the existing 148 lots. The expansion involves building a straight road about 850 feet long through the forest. There is a small ravine that will require a culvert. Lots would be on each side of the road - 19 per side. Road has already been 3/4 built but sites have not been cleared.
Right now we are starting to develop an Area Structure Plan for the County of Wetaskiwin. In meeting with them last week they indicated a basic Stormwater Mgmt Plan would be required. Given the small scale of this project I am trying to keep costs low - is there a basic stormwater plan that could be formulated quickly and not too expensively?
