Drawings for Grading Permit needed.

Hello,
I would like to raise the grade on half acre of land located 1 foot below flood elevation in Hawaii (about 2800 cubic yards of dirt). I'm in need of a set of drawings that I could get stamped by a local civil engineer and or surveyor. The plan is to raise everything 3.5 feet by constructing a retaining wall all around.
