We are a multi-disciplinary consultancy firm preparing a bid for a Ministry of Interior Prison Project in Kuwait. We are seeking a Correctional Planner to join our team in a guidance and advisory capacity. The role is focused on ensuring that the facility’s planning and design meet international correctional standards, while supporting security, rehabilitation, and operational efficiency.
Scope of Engagement
The project is divided into four phases:
Data Collection and Analysis
Conceptual Design
Design Development
Working Drawings & Tender Documents
The Correctional Planner will provide guidance across all phases, with primary involvement in Phases One through Three.
Responsibilities
Phase One – Data Collection & Concept Design Support
Conduct needs assessment & programming (stakeholder needs, inmate classification, space requirements).
Define the operational philosophy (punishment, rehabilitation, reintegration).
Lead space planning & functional design:
Flow analysis for safe circulation.
Secure zoning and transitions.
Specialized areas (healthcare, education, workshops, recreation).
Phase Two – Conceptual & Schematic Design Guidance
Security & safety integration: align security levels, coordinate with security consultants, plan for emergencies.
Operational efficiency: optimize staff workflow, reduce staffing needs, balance costs, and recommend durable materials.
Compliance & standards: ensure design aligns with international and national correctional standards (e.g., UN Mandela Rules, ACA standards).
Phase Three – Design Development
Review & critique architectural plans to confirm security, functionality, and rehabilitation goals are maintained.
What We’re Looking For
Proven track record as a Correctional Planner or architect specializing in justice/custodial design.
15+ years of relevant experience preferred.
Strong knowledge of international correctional standards.
Ability to collaborate remotely with our local architectural team.
Availability for time-sensitive input (bid submission deadline is approaching).
Engagement Type
Freelance consultancy role (remote).
Short-term involvement during the tender phase, with potential for extended advisory collaboration if the bid is awarded.
