Conversion from commercial workshop space to residential

I need a Design & Pre-Planning Application and Planning Application (with full access to updates during the process). I have done several small HMO developments, but this is my first commercial to residential conversion. I manage my projects, so it will be helpful to get a work schedule and any other help to handle this project. The purpose of this development is to sell (flip). But also keep the option of adding this into our rental portfolio if needed. We want to create something beautiful and spacious in a cost-effective & profitable way.
