I need a construction management plan for the below residential development

In particular i need to satisfy council requirement
r) A Construction Management Plan prepared by a suitably qualified consultant has not been submitted with the development application to demonstrate how the building will be constructed given its topography, difficult street access, and relatively narrow road pavement on Painters Lane.
