Building Extension Design & Planning in Guam

I'm planning to extend my building in Guam with two additional floors, each covering 1,250 square feet.
- The first floor will house a coin-operated laundromat featuring 24 double-stack washers and dryers.
- I need these machines arranged about 70 cm from the wall, with 12 machines along one long wall and 12 along the opposite wall.
- This floor will also include a wheelchair-accessible restroom, a mechanical room, and a small storage area.

The second floor is intended as a modern-style residential unit consisting of 3 bedrooms and 2 bathrooms, with the following specifics:
- A separate entrance for the second floor, accessed via an external staircase from outside.
- A balcony or terrace.

Additionally, I would like the roof to be prepared for potential installation of solar panels or similar equipment.

I require expert assistance with:
