Basement suite blueprint

Hey, I am looking for a designer to help with a layout/blueprints to apply for building permits for a basement apartment. We are planning on having a design end goal of a finished suite for a rental when we move and will look to have two rental units instead of just the one we are living in now. There is already a 4 piece bathroom in the basement. A drain and kitchen plumbing for a sink and dishwasher will be needed. I would like to be able to hire an electrician (if need be) and plumber to complete those tasks. Then complete some other work by myself, such as flooring, painting, possibly adding fire separation or noise insulation between the unit. The basement ceiling and walls except the furnace room are dry walled. There is a cold area under the stairs where the sump pump is that need some sort of insulation or sealing to be addressed.
