Apartment complex car covers/carports

I am a project manager working with an apartment complex to add several carports to the parking lot. The design is the standard extruded aluminum post and roof. To properly permit them before construction, the city is requiring a licensed engineer to review and stamp the design and footing drawings. Looking for a licensed engineer who can review the plan, offer modifications if necessary, and approve.
