Annexe Planning Permission Assistance

I need help securing planning permission for an existing annexe (short term let)on my residential property. The annexe was built in the late 90's by the previous owner for elderly parents. No planning approval can be found on the council planning portal, however the previous owner insists it was sought.

I would also like to add to the application a plan for a new garage.
