Affordable Housing Community Scope Plan
Budget: $30 – $250 USD
I need a seasoned project-planner to turn my vision for a mixed-income, 20-25-home community into a fully actionable roadmap. The community must deliver two- and three-bedroom houses priced between $115 k and $200 k, all designed in a clean Modern style, built primarily with concrete, and anchored by a shared playground. The total development budget is $10 million and the build-out window is three years.
What I am looking for is a comprehensive, investor-ready scope plan that tells every stakeholder exactly what happens, when, and for how much. Your plan should cover site analysis, permitting strategy, phase sequencing, trade procurement, and value-engineering ideas that keep each home within its target sales price while respecting the overall cost cap. I also want an outline of the sustainability measures and any incentives we can tap for affordable housing.
Deliverables (all in editable formats such as MS Project, Excel, and PDF):
• Master schedule broken into design, approvals, infrastructure, vertical construction, and hand-over phases
• Detailed cost model showing hard and soft cost allocations and cash-flow curves across the three-year timeline
• Conceptual site layout with lot distribution, road access, utility corridors, and the centrally located playground
• Risk register with mitigation actions for market, permitting, supply, and weather contingencies
• Procurement and contractor selection strategy highlighting opportunities for local labor participation
• High-level design guidelines that codify the Modern aesthetic, concrete construction standards, and playground specs
• Milestone acceptance matrix so I can measure progress before each funding release
