web/mobile app for service connect

I'm looking for a web app and mobile app developer to design and create a service connect platform. This platform will link service provider and service seekers together. I have some general ideas but am ultimately open to suggestions and further discussion. The app also needs to be able to process payments securely so it's important to have that element included.
