Build a Bubble website that allow visitors to comment/rate documents

I’m looking for a bubble developer to create a website that basically has a simple modern design, where the website visitors can browse documents uploaded by admin users. The documents are uploaded with certain fields on two sections, permanent and temporary (period is specified by the admin user in days, from date X to date Y. It disappears from the website once it’s expires). The website visitors can view / download the desired document (pdf file) and also write private comments on each section. Users can also vote (agree/disagree) publicly. Comments and vote results can be viewed by admin users.
It will be in 2 languages one of them is English. Translation will be provided by me.
