Critiquing and Proofing fiction

Hi, I have started a new, online, community for amateur authors. I'd like to find an experienced critiquer to be a regular on the site, offering members short critiques of their work. Importantly - this is not a revenue generating site. It is free for any budding author to join. So budget is modest (coming out of my own pocket). The idea is that people will post their first chapters. (maybe a max of 2,000 - 3,000 words). They'll help each other with feedback etc...but this freelancer project is for someone to be on board, offering more experienced critiques. Due to budget, this might be limited to an hour per week. When responding, please indicate how many critiques you might do in that hour - what kind of word count, what kind of feedback you'd offer the members (ie. just a reader's reaction, or an in-line edit etc..)
