Build a tablet-based field data collection system + admin dashboard for FixItFrance MVP

We are developing the MVP of FixItFrance, a local managed service operations project in France for maintenance, repair, cleaning, and light renovation services.
We need an IT freelancer to build a simple, secure, tablet-friendly field data collection system connected to a basic admin dashboard.
The first use case is to collect and manage information about technicians, artisans, small companies, suppliers, and future field partners.
This is not a full mobile marketplace app at this stage. We only need an MVP internal tool to collect, organize, verify, and export field data.
Scope of work:
Create tablet-friendly digital forms for field data collection.
Main first form: Technician / Artisan Registration Form.
Fields should include, for example:
Full name
Phone number
Email address
City / area
Profession / specialty
Years of experience
Diploma or professional certificate
Legal status
SIRET number if available
Company name if applicable
Insurance / RC Pro status
Availability
Accepts evening work
Accepts emergency calls

The dashboard should allow us to:
View all submitted forms
Search and filter technicians by city, specialty, availability, legal status, insurance, etc.

Add internal notes
Change verification status
Export data to Excel / CSV
Upload or view documents
Track who collected the data and when
Separate public form fields from internal admin notes
Technical requirements.
The system must work well on tablets.
It must be simple and fast to use in the field.
It must support French and English labels, Arabic support is a plus.
It should be GDPR-conscious because we are collecting personal/professional data in France.
Data should be stored securely.
Admin access should be protected by login.
The solution should be scalable enough to add more forms later.
We are open to using no-code / low-code tools such as Airtable, AppSheet, Glide, Softr, Jotform, Tally, Retool, Google Forms + Sheets + dashboard, or a lightweight custom web app if justified.
