Rough order of cost estimate & Elemental Cost Plan (Academic Level)

Your client is a developer who owns a Retail Development named ‘Fosse Park’ which was originally constructed in 1989 and subjected to several changes. The client is now requesting a repurposing proposal for the existing Flannels retail unit at Fosse Park where the outline planning permission to construct has already been obtained and funding from a financial institution has been secured. You are the cost consultant to this repurposing project providing contractual and cost advice to the client from RIBA Stage 0 through to Stage 4 (See RIBA plan of work 2020). Your role as the consultant’s Quantity Surveyor will cover different precontract quantity surveying aspects and the Client will expect you to consider their initial requirements as well as the relevant local regulations and, ultimately, those of the end-users of the facilities. You are required to produce 2 cost plans as an evolving iterative process (see below ‘Your tasks’). The client is looking for some insight about these 2 cost reports, their basis of calculation, and evolvement from RIBA Stage 0-2.
