I want someone to make a blog for me.

Hello! I am a college student looking to make some money while in school. I would love to do that with a blog, but I have nowhere to start! I want it to be cute and approachable while also being something that someone is likely to use. My budget is not very high, but I only want the bare bones of the blog, I don't need it to be completely up and running.
