I want to create a Dapp that runs solely on the blockchain.

The app must function on the backend on either ETH, fetch.ai, or a similar blockchain.
The Dapp's function is to act as an online (web-based only for this project) portal for the simple and easy transfer of digital currency. The app will be user-friendly and have scalability for the app (iOS and Android), as well as to later act as a wallet for cryptocurrency, NFT’s, staking, lending, and most importantly a NO gas fee trading platform. This project may turn into a high-budget, long-term project. I need a proof of concept that has the ability to demo through a private website, that is secure and meets cryptocurrency and banking standards, in terms of security.
For this project, I am looking a technical expert with at least 3+ years of development experience working on Decentralized Applications or anything related to Ethereum and Blockchain technology.
