phone based cryptocurrency project

Hello, do you know the pi network, ripple, and stellar? (all used similar SCP).
Here seeking someone to help to plan a technical roadmap (we had the idea, need someone expert to give a technical analysis for the technical requirement as well as the time and cost ).
Need to provide about 2-4 pages of roadmap with detailed technical requirement to develop a purely phone-based blockchain network similar as pi network. (development, security, operation, cryptocurrency, build in some mechanism with smart contract, etc.) So we can execute according the technical roadmap for the idea.
Want to know how much time (or working hours, divide the work into several parts, approximately) for this kind of work, and what kind of technical background needed for the developer to do the work.
How to deploy the database, with different nodes from different providers, with numerous of phone users, to enhance the security while increase efficiency. etc.
Also, how to address the security issue, and how to prevent people to use simulator/emulator to fool the system (i.e., use computer instead of phone for mining).
