I'm looking for a Blockchain developer for a project

I'm a latin American entrepreneur and I'm looking for a Blockchain dev for a project. It's about data integrity and certification. The main utilities will be academic certificates and ticketing, but it will be adaptable to any utilities/functions as desirable to the client.
