create a new blockchain

I want to create my own coin, and during any type of transactions, it will deduct 0 fee. So to do that, I need to have my own blockchain, not using other chain like btc, erc, tron, bsc or etc. Please tell me show me the prove that you can do it, so that we do not waste each other time. Proves like previous experience in create a new blockchain, ways to create a new blockchain, or etc.
