Use chainlink to code a smart contract that links NFT (Non fungible Token) with a digital identity

Hi,
I am looking for a developer for the following project:
Use chainlink to code a smart contract and/or application that links an NFT (ERC-721) to an authentic, secure digital identity. I do not know if this will entail linking to an external digital credential/digital identifier API (something like this - https://www.dock.io/?_ga=2.230165468.1302086636.1646921683-12729914.1643800070) to create the digital identity/credential and then link that to the NFT in the smart contract. An dynamic NFT will also have to exist and change according to external factors such as if there is a transfer of ownership.
Therefore, there needs to be a dynamic functionality that will be executed when a transfer of an NFT occurs, the verifiable credential or digital identity is revoked and reissued to the new holder.
