Seeking Guidance for Integrating Machine Learning with Blockchain Technology

I am looking for a highly experienced freelancer who specializes in blockchain technology to guide me in regard to the architecture and framework of an application I want to create. I would like them to inform me on how I can run a neural network within a blockchain using smart contracts. At the end, I would like them to write a document of about two pages and design the architecture for me. Specifically, I need assistance in integrating machine learning processes with blockchain technology and smart contracts and to provide basic guidance on the programming code.
