NFT Website and Smart Contract Required

High level description:
We have:
10,000 NFTs with metdata
We need (high level):
-Someone with experience of launching an NFT on ETH and Opensea, and a good understanding of Web 3.0 and Smart Contract Development. You will have to guide me on some aspects too, on the best way to mint etc.
-A NFT Wesbite
-A login for NFT holders (maybe metamask)
Functions for NFT Holders:
- Accept an Agreement after login and enter their name and address (only need to do this once, unless the NFT holder changes), date timestamp must also be stored for acceptance of agreement.
- Ability to Submit a Proposal
- Ability vote on proprosal
- Ability to view table/rankings for proposals
- Admin should be able to view and accept proposals amongst other functions
Good english speaker required and you will need to be able to have video calls with me, you will also be the official developer for the project.
Please say "understood" in your bid otherwise it will be ignored. Only a single milestone payment will be made and only released on sucessful testing, this is non-negotiable, if you cannot accept this, please do not waste your time by bidding on this project.
