Make a betting Telegram bot using smart contract

The project is to make Telegram bot for micro betting on football matches using cryptocurrency.
The requirements:
- Bot fetches upcoming football matches from its oracle
- User joins the Telegram bot, selects his favorite league
- User can pick his favorite league
- User can bet his favorite amount on any of the matches on that league
- Each bet is a smart contract between betters and the bot
- After a match is finished, the result is fetched from the smart contract's orcale
- %95 of the sum on each a match is distributed among the winners, proportional to their bet amount. Re mining %5 goes to the bot's treasury wallet
- Users can see their bets, and their history
- Betting is done with a fast and low fee stalecoin (currently we ahve USDT TRC20 Tron platform in mind, but You can also suggest better alternatives)
- After finishing the bot should be tested on the blockchain's testnet.
You are expected to have good working experience in smart contract development and other relevant technologies.
In you bid, carefully describe your backend technology stack for this project as well as the smart contract technology for the oracle which you choose to fetch events API.
