Launch ICO for crypto token

Need to launch an ICO for a crypto token, and follow up with an IDO when launching the blockchain for it later on. Looking for a developer who can code the Dapp and smart contract (advice is welcome for additional options) for the ICO launch. Starting with ICO launch due to budget constraints, will be looking to raise funds through it for the blockchain creation and launch.
