Functions for BSC Contract (Contract already have)

There are some functions I want to be added to my contract.
Blacklist system, is an anti-bot feature, this should be automatic and block an address from selling (permanent all coins) if they buy 3 or more times during 5 seconds (make sure it only detects successful transactions and not failed ones, or it might block incorrectly.
Remove wallets (dev, marketing, and utility) from the fees so we could sell when needed without slippage.
. Dev, marketing, and utility wallets should receive BUSD reflections based on their holdings.
. The marketing wallet should receive a Marketing fee (reflection of the fee implemented) of the total transactions.
IS IT POSSIBLE FOR THOSE WALLETS TO RECEIVE BUSD FEE DIVIDED BY 2? BECAUSE THEY WOULD GET SO MUCH BUSD, AND OTHER HOLDERS LESS RIGHT? WHEN YOU READ THIS, TO BE MESSAGED ON THE FUTURE
Add a new % fee for all the sales only during the first 2hour.
We will be removing the fee for a burn on all, removing it all, 'll be using a manual burn.
We will be removing the fee for marketing on all, removing it all, I'll be using the busd fee on marketing.
