Find a CBDC expert in her/his corresponding country to build a Enterprise Ethereum Blockchain

Though most of the central banks doen't publish there own CBDC source code, some of the developing contries authorized some domestic entities to develop application solutions based on CBDC. We need one to integrate the three countries in Project Icebreaker (https://www.bis.org/publ/othp61.pdf) with your countries as the fourth. In this document, the consensus of hub is unclear to everyone including Icebreaker team. I will implement a decentralized consensus in the hub for these four countries.
