Custom Blockchain with Tendermint or similar and Smart Contracts

Hey! I'm seeking someone for a long term partnership who can develop an custom blockchain, based on tendermint core or similar that fits all we need. We will have different developing steps and maybe at the end an ICO.
You should be able to develop an independent blockchain, so should not be based on cosmos, ethereum etc. So you can use open source code but there should be no dependance to any other blockchain. At the moment we are building a desktop application that will interact with the blockchain. Therefor we need all the nesesary APIs. We will do the integration of the App and the Blockchain. I need to know if you can do the following:


General:
- Create a custom blockchain prefered with Tendermint Core
- Create 2 Smart Contracts - can be built in solidity or similar.
- APIs like flask or better so the integration is possible even with a Linux frontend
-For a higher acceptance it would be good if the created coins are connected to a established network like cosmos, EVM or similar so the created coins will be accepted by exchanges easily.
-Prefered freelancers will be chosen if they have connections to exchanges.

Blockchain Overview
-Everything should be testable even without our App
- Wallet creation and registration mechanism. The prozedure will be called from our App.
-Block explorer website. This page will be integrated in our regular website.
-Wallet creation/registration from Block explorer website
- Node creation and registration. Will be called from our app too
- Coins/ cryptocurrency creation. There will be a certain amount of coins. Half of them will be created upfront maybe for an later ICO. The rest will be mined by the users (smart contract with rewards for nodes being online)
- Sending and receiving coins/ rewards
- Sending and receiving messages (together with coins or seperate)
- Smart contracts (details provided below)
-Sidechain for the users smart contracts
-Tendermint validation or at least POS

Smart contracts:
- 1st: A smart contract to verify computer specifications before allowing to become a node in the network. This involves creating a validation step to check if the connecting device is running a Linux OS and checking f.e. the CPU Type.
- 2nd: Each node/ Linux computer gets its own smart contract to track uptime. This could be done via random ping. Because every computer gets its own node, there will be the need of a sidechain or similar to ensure the scalability.

Wallets:
- Wallet creation safety will be ensured with integrated multi-factor authentication, strong password requirements, encryption of private keys and regular security audits.

Coins/ cryptocurrency:
- Coins will be divisible to accommodate splitting, have adjustable fees to incentivize transactions, and a capped max amount to maintain scarcity. Therefore, rewards will decrease periodically after a certain step/ amount of coins were generated.

Nodes:
- Periodic broadcast for node discovery
- Custom messaging protocol f.e. TCP/IP or UDP
- Rewards for validating transactions and providing computational resources
- Penalties for malicious behavior
-Python flask exposing endpoints
