Consortium Blockchain Account System

I want to spin up a lean, consortium-style blockchain that lets me create and manage user accounts while keeping a crystal-clear record of every transaction that touches those accounts. The core requirement is reliable, queryable transaction tracking; I’m not looking for ERP or CRM hooks right now, so you can focus entirely on the chain itself without worrying about external integrations.

My ideal approach is to stand this up on a well-supported consortium framework—think Hyperledger Fabric, Quorum, or a comparable permissioned network—configured so that additional members can be invited later without rewriting the ledger rules. I need help with the full setup: network configuration, membership and role policies, account creation logic, and an API or CLI that lets me fetch a clean audit trail for any account on demand.
