Bulid a Minimal Vital Product of smart contract connecting to Verra Registry

The project is to build a smart contract:
Verified Carbon credits transfer from owner’s Verra account to Thallo’s Verra custodian account.
The NFTs backed by carbon credits are minted from Thallo’s Custodian account.
NFTs on seller’s address can be burned and minted on buyer’s address when HNIEE delivers a transaction message to the smart contract.
The ledgers are validated by POS consensus. Gas fee not awarded by fungible token, but randomized NFT.
A transaction message contains information such as buyer, seller, credit serial number, vintage, amount, project ID etc.
The smart contract write in solidity to fit EVM
