Build smart contacts

Write a smart contract that implements a distributed energy market
operation, including the following functionalities.
1. Network participants can submit their energy resources, including
an ID for the resource, energy volume and energy price.
2. Merit order of resources. The merit order is a way of ranking
available sources of energy based on ascending order of price.
3. Implement one of the following auction mechanisms through smart
contracts: English auction or second price auction
You can use any blockchain platform for implementing smart
contracts.
