Blender Character Animation for Starfield Game

I have two Blender character models, for animation use in the Starfield PC game. Character 1 (attached in files as HumanF_Rig.blend) is a Control Rig for producing animations. Character 2 (attached as Female.blend) is the model which must be targeted with and receive the animations, and exported as .glb - it is the only model the game recognises. I have managed to successfully target Character 2 with animations (attached as TargetTest.blend) - but when exported into the game the in-game NPC simply adopts the standing pose that the Blender file Character had (Rest Pose and Pose positions are almost identical) - and there is NO animation. Location is fine, and there are no visible character deformations. If I animate Character 2 directly, they play perfectly in-game. My pipeline is using a Mod called 'Native Animation Framework' for console commands to play animations in-game. The NPC is selected, and 'naf play <file>.glb' is typed. I need the animations targeted (I am using Rokoko) onto Character to translate correctly in-game. The final issue is that the Control Rig (Character 1) has no mouth/ teeth/ chin bones which Character 2 has, and uses. I would like those bones added to Character 1 for easier animating.
