3.9 BTC recoup smart contract

I require a smart contract that will secure my 0.118869 BTC that is required by means of a maximum level of verification required for the API-synchronization of the BTC database that should take approximately 45 to 120 minutes to meet the refund technology requirements for the sole purpose of recovering a total sum of 3.962333 BTC on the BTC Blockchain . If the API-synchronization is successful the 0.118869 BTC along with the 3.96233 BTC must be returned to my Luno BTC wallet. If for any reason this transaction does not or cannot be performed the 0.118869 BTC must be retuned by means of the smart contract to my Luno wallet.
Could you supply me with such a contract and if so what will it cost me?
