Transformation of BTZ (low sulfur product)

I need to have your proposals for the following project.
There are considerable amounts of BTZ (Low Sulfur Content) in storage, with a plant that has been idle for about 15 years.
The project to be implemented consists of the best idea/proposal in order to reuse the processing residue (BTZ) in other product, FOR EXAMPLE: liquid bituminous waterproofing sheathing, or other.
Based on the possible proposal, which plant will be to be created.
Then, two steps are planned:
1/possible BTZ reuse. On this basis,
2/ what (outline) project for the study and implementation of the relevant plant.
In this regard, and preliminarily, the cost and time for the implementation of the first step of the project and, after evaluation, the analysis of the second step of the project are requested.
The available BTZ (Low Sulfur Content) analysis will be sent, as a different document.
