Habitat Conservation Plan (HCP) Report needed for Ground Mount Solar installation approval
Budget: $30 – $250 USD
The scope of the project is get blessing for Habitat. We are installing a ground mount solar. The solar location is over 125 feet from the riparian and almost 175 feet from the creek centerline. The county and habitat agency agrees that the HCP is not going to be needed. We need it from an official source to meet county needs.
I think it is a quick job. Location is in San Jose. In fact, it shouldnt matter as I can provide remotely videos and data.

HABITAT PLAN REVIEW
The subject property is in Area 2: Rural Development Equal to or Greater Than 2 Acres Covered.
Landcover consists of Rural Residential and Mixed Riparian Forest and Woodland, contains a
Category 1 Stream, and the proposed development is within the Tricolored Blackbird
Survey Area. Please provide the following information to determine if Habitat Plan
Coverage is required:
1. Please provide landcover mapping prepared by a qualified biologist that consists of
the following:
a. The proposed development area plus a 50 foot buffer for permanent impacts and
10 foot buffer for temporary impacts.
b. The landcover types on the property.
c. The centerline of the creek, top of bank and 150 foot Category 1 stream setback
(NOTE: if the project is located within the stream setback a Stream Setback
Exception will be required. Staff strongly recommends moving the solar panels
outside the setback).
d. A 35 foot setback from the edge of riparian landcover.
2. Provide a wildlife survey prepared by a qualified biologist for the Tricolored Blackbird
to determine if adequate habitat is located on site and if it will be impacted by the
proposed project.
