Extract data on top traders from binance and setup a telegram

TRADING BOT DESCRIPTION
We would like to develop a private telegram that allows our users to be notified when a trader on the Binance Leaderboard places a short or long position in the Binance Futures section.
We want as administrator proposed a list of traders to our users. We want to be able to add or remove traders to our list easily.
Additionally, we would like our users to be able to have their own trader list. We want the user to be able to create his personalized list and only him receive notifications from his personalized list.
1 - BOT TELEGRAM FOR SUBCRIPTION, INFORMATION, FAQ AND PAYMENT
2 – Main FREE Telegram (Open to everyone)
3 – Telegram VIP for those who have a subscription
• Admin will create a list of the best trader
• This list must be easily modifiable at any time.
• User can’t write on this telegram
Please take note that it will have a English/French version of the bot.
