Creation of a new Crypto currency

We want to create a crypto on the Binance / Etherium Blockchain or simply use the Binance launchpad or evaluate other Blockchains, referring to the experience of the Freelance who will respond to the announcement.
Other details:
- The subset of the crypto must be COIN
- The crupto must be with a finite number of coins
- The production and validation of transactions (proof of stake)
- The quote must be complete with all the steps for validation and security in order to be exchanged on other exchanges (binance etc.)
