bash or powershell scripting to transform files

We have to transform our remittance-in file, to a remittance-out file, which is in a specified format for one of our suppliers. Essentially, you need to take the remittance-in file and clean up some of the strings programatically. One of those strings is a key that is used for a lookup in a second file. Then using the values in the remittance-in file and the value you have looked up in the second file, create the output file.
Development shall be done in Bash or PowerShell. No C, VB, perl, Javascript, etc. This shall be simple to understand and maintain. You can use built in PowerShell commands (Select-string, select-object, etc), as well as standard unix GNU programs, like grep, tr, sed, head, tail.
