Windows Batch Script: File Organization Automation

I'm looking for a Windows-based Batch Script expert to automate my file organization.

Key Requirements:
- Scan current directory for .chd files
- Extract base names from these files
- Create directories using the base names of .chd files (without disc number and extension)
- Move the .chd files to the appropriate directories
- Generate an .m3u file using the base names of .chd files (without disc number and extension) listing all .chd files in each directory

Ideal Skills:
- Proficiency in Batch Script
- Understanding of file systems and directory structures
- Experience with .m3u file generation
