Video Ad banners created

I need 6 Ad banners created. I will need 3 of Ad banners created from a video I found on twitter. The Provider chosen must be OK with offensive material. The video is slightly graphic. If you are not OK with this then please do not bid. The video will need to be cropped and fitted to several different banner sizes. I do not have access to any files or accounts associated with the video. So the provider must come up with a solution on how to copy the video to work with it. It is up to the provider to find the most efficient way to create the banners. I dont want banners that take too long to load and slow down my website.

I will need the 3 video Ad banners to run in a loop continuously like it does on twitter.

The other 3 Ad banners will only be still photos.
